Development of Platform for deployment and maintenance of state electronic registers of Ukraine

In the framework of the EU-funded EU4DigitalUA project, the e-Governance Academy (Estonia) is conducting a tender to purchase services for the development of the Platform for the deployment and support of public electronic registers as well as for the deployment of two registers on the Platform.

Currently in Ukraine there is no unified approach to the creation and operation of public state registers. This negatively affects the ability to implement the principles of public digital development policy, namely the principles of reusability, technology neutrality and data portability, interoperability, security and confidentiality, complicates the provision of administrative services and blocks their online transfer.

The Platform is a complex of software and hardware for the implementation of high-level requirements set by the Ministry of Digital Transformation of Ukraine in view of the current situation and possible risks with the definition of responsibility for preserving data of state electronic information resources.

The availability of the Platform will provide a single technology for creating and maintaining public state registers, which can be developed centrally, thus simplifying the deployment of new public state registers, reducing development costs and increasing the efficiency of existing public state registers after migration and deployment on the Platform.

The existence of this Platform is provided by changes in the legislation of Ukraine in the field of organization of the system of state electronic information resources. In particular, in the resolution of the Cabinet of Ministers of Ukraine “On the implementation of the pilot project on the functioning of the National Centre for Reservation of State Information Resources” of 8 February 2021. In addition, the functioning of the Platform is regulated by the Law of Ukraine “On Public Electronic Registers”.

The purpose is the further development and implementation of the Platform, practical deployment of state electronic registers on the Platform and ensuring their sustainable operation.
