Trembita.gov.ua quarterly report (1Q 2022)

Over 1.3 billion transactions took place in the system, of which almost 300 million were made in the 1st quarter of 2022.

The EU4DigitalUA project presents the first wartime quarterly report on the work of the electronic interoperability system of Ukraine’s state electronic information resources, Trembita (trembita.gov.ua). In the first quarter of 2022, Trembita performed about 300 million transactions, of which almost 37 million took place during the Russian invasion from 24 February to 31 March. In total, Trembita has conducted more than 1.3 billion transactions since its launch.

This system allows Ukrainian government agencies and local governments to build secure information inter-agency interactions over the Internet by exchanging electronic messages between their information systems. After the start of the war, the EU4DigitalUA project, with the support of the European Union, helped strengthen the protection of Trembita and the Ukrainian state registers operating in the system. The participants of the system are 169 bodies of state power and local self-government (two of them joined in the first quarter of 2022).

70 electronic information resources (EIR) are connected to Trembita:

Electronic interaction is the process of data exchange between two EIRs through the software complexes of the recipient (web clients) and the provider (web services).

Transaction in the Trembita system is a completed cycle of sending an electronic request from a web client to a web service, its processing by a web service, receiving an electronic response from a web service by a web client and then processing it by a web client.

The slogan and essence of Trembita: “Data should be running, not people!”

This system allows transferring data from various government registers so that people receive necessary services. Trembita is based on the improved Estonian X-ROAD data exchange platform, which is the foundation of the Estonian digital society and has been redesigned for Ukraine with the help of the European Union projects EGOV4UKRAINE (2016-2021) and EU4DigitalUA (2020-2024).

The impact of Russia’s aggression on the overall performance of the Trembita system from 24 February to 31 March 2022 was analysed. During this difficult period, Trembita performed in almost normal mode. The number of active web services was 49, which is almost 36% of the total for the first quarter of this year. There were 68 active electronic interactions between EIRs in Trembita during this period, which is 27% of the total number of active interactions in the quarter. There were 36,922,035 transactions in Trembita from 24 February 24 to March 31, or 12% of the total number of transactions in the first quarter of 2022.

The EU4DigitalUA project has identified 16 indicators for monitoring the current state of the Trembita system and connected electronic information resources (EIRs):

Top 5 most popular Trembita web services in 2022

The analysis shows that the most popular web services in the Trembita system for the first quarter of 2022 were the web services of the following EIRs:

1. State Register of Individual Taxpayers;

2. Electronic Healthcare System;

3. State Register of Civil Status Acts;

4. Credit History Database;

5. Automated System of Enforcement Proceedings.

The results of the analysis also show that, in addition to interaction with the Diia portal and mobile application, interactions are also created between other EIRs, namely:

The State Register of Civil Status Acts – the Information and Analytical Platform for Electronic Verification and Monitoring of the Ministry of Finance of Ukraine: over 18 million transactions. This interaction ensures the provision of information on civil status during the verification of social payments.

The Electronic Register of Sick Leaves – the Electronic Healthcare System: over 7 million transactions. This interaction implements the electronic service “Electronic Sick Leaves.”

The Register of the Automated System of Enforcement Proceedings – the Register of the Information and Analytical Platform for Electronic Verification and Monitoring: over 7 million transactions. This interaction ensures the provision of information on enforcement proceedings during the verification of social payments.

The Register of the Territorial Community of the city of Kyiv – the Subsystem of the Register of Territorial Communities of the State Migration Service of Ukraine: over 2 million transactions. Within the framework of this interaction, information on the place of residence is exchanged between the Register of the Territorial Community of the city of Kyiv and the Register of the Territorial Community of the State Migration Service of Ukraine.

The State Register of Real Estate Rights – The unified state electronic system in the field of construction: more than 1 million transactions. This interaction is used in the provision of construction services.

Analysis of the connection of the main registers to Trembita

The list of priority EIRs for the introduction of electronic interaction is determined by the Resolution of the Cabinet of Ministers No 606 dated 8 September 2016 (as amended). The following table provides information on the connection of the priority EIRs to the Trembita system and the existence of subsystems, web services and electronic interactions.

The analysis of the List of priority state electronic information resources for the introduction of electronic interaction, which is specified in the Resolution of the Cabinet of Ministers of Ukraine No 606 dated 8 September 2016 “On some issues of electronic interaction of electronic information resources” showed that out of 21 registers:

17 registers are connected to Trembita’s industrial environment; the State Register of Encumbrances of Movable Property and the Unified Register of State Property are connected to the test environment; the State Land Cadastre and the Register of Value Added Tax Payers are not yet connected;

– all connected registers have active web services, except for the Unified State Register of War Veterans;

– all connected registers have electronic information interactions, except for the Unified Register of Powers of Attorney and the Unified State Register of War Veterans.
